WCFD Building Committee Meeting
8 April, 2009
1. Recap of 31 March meeting
a. Richard Holt, Kent Novak, Chief Pomfret, Joe Tatro and John Humble present. Also present was architect Joseph McPhee.
b. The final required submittal to DOT by Waterman Engineering was made and received at DOT on 17 March. The reason for the delay in DOT’s acknowledgement of receipt is that the submittal was not relayed internally to Robin Walsh of the design group in a timely manner.
c. According to the site superintendent, an inspection of the installed apparatus bay radiant heat tubing was conducted by CEC at the end of the work day on 1 April. 80 psi of air is being maintained.
d. It was agreed that smoke seals on the compressor room and mechanical room doors was not necessary. A provision for make up air in the mechanical room is presently included within the design. Outside fresh air for a future Cascade bottle filling system will need to be arranged for at the time of its installation.
e. Door seal provisions for doors 128 and 129, laundry and EMS storage, to be determined.
f. It was agreed CP 022, concrete walkways would remain on hold until a better understanding of the landscape design has been established.
g. It was agreed that CP 027, range hood credit, is to be voided, leaving the hood owned by Alhambra along with the Ansul fire suppression system.
h. Joseph Mcphee will notify Alhambra via e-mail that the hydraulic conditions for extended water line to the revised location of the cistern are not compromised by the extension.
i. Based on a unanimous approval of a motion made by Kent Novak and seconded by Richard Holt, CP 012R1 (+$7,585), CP 018R1 (+$791.39) and CP 028 (+$18,124.67) were accepted.
j. It was understood that a decision on the supplier of the cabinetry was needed within the very near future due to lead time.
k. Based on a unanimously approved motion made by Joe Tatro and seconded by Richard Holt, it was agreed that on site boulders would be used as bollards to protect the propane tank and pump house, resulting in the rejection of CP 031.
l. Buckley Heating & Cooling provided a $2,806 proposal for a 1,000 gal. propane tank and regulators with the proviso that the propane be purchased from Buckley. Chief Pomfret will obtain clarification of the actual terms of the agreement. Joe Tatro offered to ask Osterman (sp?) of Putnam, CT for another proposal.
m. Joseph McPhee suggested that bollards diameters should be increased from 4” to 6” and offered to explore enhanced design options.
n. CP 029, +$2,469, painting of the rakes, was placed on hold.
o. It was reported that Rick Amaral determined that the overhead door seals trim will be tan in color.
p. Joseph McPhee reviewed with the committee a drawing he created to be used as support for selections in gutter and down spout color (cream), down spout boots, siding color (SW 7748), station lettering color (SW 7584), rake and base trim color to match gutters and down spouts (cream), siding to be installed above entrance instead of aluminum, window and door sealant color (redwood tan), bollard color (SW 7584), overhead door trim color (white), overhead door color and window configuration (tan, double row of rectangular windows), wall pack lights centered over three overhead doors.
q. Joseph McPhee reported that he will consult with Alhambra’s electrical contractor regarding light fixture options for the exterior building sign.
r. A design decision must be made by Joseph McPhee regarding the need for a steel nosing at the outer edge of the concrete apron.
s. Submittals are needed by Joseph McPhee for the Ansul system and foam installation.
t. Joseph McPhee questions the foil and vapor barrier design bellow the overhead insulation.
u. Chief Pomfret was requested to contact Phil Armstrong at Columbus Door, 781-7792 to finalize the key matrix.
v. Joseph McPhee indicated that he will provide landscaping guidance. Discussion ensued regarding preliminary research conducted at local garden nurseries. Joseph McPhee suggested that the excess rock, top soil and sub soil might be used as a means of bartering for landscaping supplies.
w. Chief Pomfret introduced the committee to a $25,500.81 proposal received from W.B. Mason Company for furniture throughout the facility where desired.
x. Based on the recommendation by Joseph McPhee and a unanimously approved motion made by Kent Novak and seconded by Richard Holt, it was agreed that Alhambra’s $230,103 March requisition should be submitted for payment.
y. John Humble reported that he spoke with VP David Wiley of PRE’s insurance company, US Specialty Insurance Co., CA, inquiring about the possibility of existing design liability insurance. According to Mr. Wiley, PRE renewed its policy for one year on 12/5/09 but USSIC does not provide liability insurance specifically for one project that WCFD could purchase. He suggested that the agent, Bixby Ins. Co., Greenville, RI be contacted.
z. It was agreed that the next building committee would be scheduled for 28 April. Should a meeting be needed earlier, the OMA 48 hr. advanced public notice requirement will be adhered to.
2. For next building committee meeting. Note: 4/7/09 site meeting referenced.
a. Update status of PRE design liability insurance research.
b. Review Geisser Engineering 3/19/09 $2,080.90 invoice.
c. Review Geisser Engineering 3/26/09 $350.15 invoice.
d. Review JMA’s March invoices.
e. Update status of DOT/PAP.
f. Are smoke seals installed on doors 128 and 129, laundry and EMT storage? Per site meeting, “yes”. Alhambra to supply CP.
g. Has Alhambra been officially notified that there is no concern regarding the hydraulic performance of the fire pump due to the water line extension? Per site meeting, “yes”. Fire protection sub contractor has notified Alhambra via e-mail correspondence that change is insignificant.
h. A design decision must be made by Joseph McPhee regarding the need for steel nosing at the outer edge of the concrete apron. Per site meeting, galvanized steel nosing will be installed centered to each apparatus door but at outer edge of concrete apron.
i. Submittals are needed by Joseph McPhee for the Ansul system and foam installation. Per site meeting, yet to be provided.
j. Outcome of question regarding the foil and vapor barrier design bellow the overhead insulation. Per site meeting, it has been decided that second vapor barrier is not needed. Alhambra to be requested for a credit CP.
k. Update propane tank purchase/installation and gas regulator supply.
l. Status of door key matrix review with Columbus Door by Chief Pomfret.
m. Alhambra has reported that the credit amount for the interior signage is $1,568. WCFD to order and install. Provide JMA with shop drawings. Per site meeting, JMA recommends that Alhambra’s sub contractor provides interior signage due to low credit amount.
n. Define source and installation of cabinetry. Per site meeting, WCFD to provide cabinetry and counter tops. Must be ADA compliant. Alhambra to install.
o. List appliances; 33” refrigerator, dishwasher, microwave oven, gas stove, domestic washer & dryer.
p. Locate additional power outlet for microwave oven. Per site meeting, reaching outlet above counter top should not be a problem.
q. Define source and installation of reception counter components. Per site meeting, JMA has provided an SK. Alhambra to construct supporting wall. WCFD to provide counter top and face material.
r. Furniture sub committee update.
s. Window treatments, i.e., shades, blinds.
t. Landscaping. Property line buffer needs, defined seeded areas, plantings and specialty trees/bushes, enhancements to driveway entrance, stonework, etc. Per site meeting, design TBD by JMA.
u. CP 022, +$5,484 for concrete walkways to be combined with landscaping.
v. Finalize CP 029, +$2,300, painting of rakes. Per site meeting, JMA recommends that CP 029 be accepted due to on site staging for gable painting by Alhambra.
w. Change CP 031 to placement of boulders instead of bollards at LPT and PH.
x. Is an SKE drawing needed for boulder placement at the LPT and PH? Per site meeting, boulder placement will be specified within landscape design by JMA.
y. Review bollard design for apparatus doors. Per site meeting, design TBD by JMA.
z. WCFD (Capt. Mann) has coordinated WCFD’s installation effort for compressed air distribution with site superintendent.
aa. Update of station street signage design, availability and cost. Determine permitting requirements.
bb. Determine flag pole memorial plaque location/mounting.
cc.What does WCFD do with unused top and sub soil?
dd. Establish phone, internal radio, call alarm and PA systems requirements. Note: Quotes received from PASS, Affordable Telephone Services and RI Telephone, Inc.
ee. Verify installation of buried water lines for irrigation purposes.
ff. Review construction progress to date including OWTS installation status

hh.Discuss and possibly vote upon the above and any other project related business.
