WCFD Building Committee Meeting
24 March, 2009
1. Recap of 17 March meeting
a. Richard Holt, Kent Novak, Joe Tatro and John Humble present. Also present were Rick Amaral of Alhambra Building Co. and architect Joseph McPhee.
b. On a unanimous approval of a motion made by Kent Novak and seconded by Richard Holt, National Grid’s $8,213.22 service contract fee was approved for payment.
c. Kent Novak stated that the Rhode Island Foundation For Fair Contracting had been notified via mail that the records and documents requested by the Foundation were available for pick up by the Foundation at the Summit Station for a fee of $52.35.
d. Joseph McPhee will consult with Odeh engineering to determine the slab saw cut requirements.
e. John Humble reported that an internal DOT memo had been distributed approving the PAP application by DOT design engineering and that a permit should be forthcoming by March 27.
f. Joseph McPhee stated that he would arrange for CEC to perform construction administration of the radiant heat but requested of Rick Amaral that he be notified of the slab pouring schedule.
g. Rick Amaral stated that he had verified that the exterior door units did included weather seals and that the interior apparatus bay door units did include smoke seals.
h. Rick Amaral suggested that the need to make a decision to accept CP 003R3, $11,060 to construct a concrete apron was not necessary for one or two more weeks.
i. A decision to accept CP 012R1, +$7,585, service feeder to fire pump will have to be made at the time the decision is made to accept CP 028, the site layout changes for the cistern, fire pump electrics and propane gas line.
j. Joseph McPhee referred to e-mails CEC Engineering suggesting that fire protection pipe size presently in the design should be adequate but hydraulic calculations should be revisited, that the gas line should be increased from 1˝” to 2” diameter and that the electric service wire size is sufficient. Rick Amaral will arrange for a coordination meeting between Northern Site Contractors and Nolin Electric.
k. The possible need to place the gas line in a bed of sand was discussed. Follow up required. It was previously determined that the in-ground gas and electrical line separation must be a minimum of 2’.
l. Rick Amaral stated that he will proceed with creating a price for CP 028 but with regard to the two gas regulators required, a $1,000 allowance will be included. CP 028 will be ready for review at the next BC meeting.
m. The need for a drawing detailing the propane tank base design and mounting requirements was discussed. John Humble will pursue via Chief Pomfret/Buckley Oil.
n. As a possible cost savings measure, it was suggested by Joe Tatro that ˝ to 1 yard boulders, 8’ on center be used in lieu of bollards to protect the gas tank and pump house. Rick Amaral will determine pricing impact.
o. Joseph Mcphee suggested that the apparatus bay door bollards be painted the same red as the window and main door casings.
p. Rick Amaral will obtain National Grid’s final design for the electrical service to the site. Nolin Electric will be requested to communicate with National Grid followed by Joseph McPhee consulting with CEC.
q. It was agreed that the areas above the exterior of the entry way that were originally intended to be covered with vertical metal siding will be replaced with horizontal siding as is installed on the gable ends.
r. It was agreed that the color of the perforated soffit metal should be “Almond” and that the material and its color to be used for the exterior entry way ceiling should be the same as the soffit installed with the seams running parallel with the building.
s. Joseph McPhee suggested a “tan” color for the gutters, down spouts and building rakes and possibly the fascias. Rick Amaral will investigate availability and pricing.
t. A question of the overhead door seal trim color remains.
u. Joseph McPhee stated that he will provide a color chip by Sherwin Williams of his siding color preference.
v. Joseph McPhee presented to the committee for its further review and comments another revised agreement proposal that included a RI Certificate of Authorization, RI license, the fee schedule, scope of work and terms and conditions, certificate of JMA’s general liability and B-141, “Agreement Between Architect and Owner”. After considerable discussion, it was agreed that further time was needed to complete the review.
w. Joseph McPhee requested that a letter be drafted by WCFD to PRE requesting release of all WCFD records to WCFD for the purpose of continuing the construction, that WCFD be released from the contractual agreement with PRE and that PRE confirm that payments by PRE to PRE’s engineering subcontractors are current. Richard Holt is collaborating with Joseph McPhee in drafting this letter.
x. On behalf of the committee, Richard Holt expressed appreciation for Joseph McPhee’s willingness to move the project forward without yet having an agreement in place and that the committee would authorize a $2,500 advance against the fee and contract once agreed upon. Joseph McPhee declined the offer by suggesting that he prefers that the agreement be consummated in its entirety before any payment is invoiced or made.
y. The next building committee meeting is scheduled for 4:45 p.m., 24 March, 2009 at the Summit Station.
2. For 17 March meeting
a. Update status of DOT/PAP.
b. What is outcome of slab saw-cut investigation with Odeh Engineering?
c. Has it been verified that CEC will provide CA for radiant within balance of $4,000 agreement?
d. Are weather/smoke seals installed on exterior doors 130G, 121B, 117, 113B, 109B and interior doors 130A and 126?
e. CP 003R3 pending, concrete apron, $11,060.
f. Review CP 022, +$5,484 for concrete walkways.
g. Review CP 027, -$1,225, credit for range hood.
h. What is latest National Grid’s service layout design?
i. Review combined cost of CP 012R1, +$7,585 for service feeder to fire pump and CP 028, $???, revised cistern location and associated plumbing, wiring, propane tank pad, gas line, regulators and additional bollards.
j. Are bollards protecting the gas tank and pump house to be replaced by boulders?
k. Review propane tank installation and gas regulator requirements.
l. Finalize choice for siding color.
m. Finalize paint color for bollards.
n. Review any price change for almond gutters and down spouts.
o. Review CP 029, +$2,469, painting of rakes.
p. Review CP 030, +$1,825.46, painting of fascias.
q. Determine color of overhead door seals.
r. Alhambra’s electrical subcontractor requires installation detail for exterior lights over apparatus doors.
s. Discuss JMA/WCFD contract.
t. Need for legal council review of JMA contract to be determined.
u. Is liability insurance for design a concern?
v. Disposition of additional $1,086 payment to PRE.
w. Review letter to PRE requesting release, records and payables status.
x. Chief Pomfret to obtain cost estimate for 1,000 gal. propane tank.
y. Establish phone, internal radio, call alarm and PA systems requirements. Note: Quotes received from PASS and Affordable Telephone Services.
z. Update of station signage design, availability and cost. Determine permitting requirements. Alhambra has reported that the credit amount for the cast aluminum letters if WCFD provides this signage will be $2,180 and a $1,568 credit for interior signage.
aa. Furniture sub committee update. Chief Pomfret to provide list to address office, multipurpose, kitchen, day room and sleeping areas.
bb. Landscaping. Property line buffer needs, defined seeded areas, plantings and specialty trees/bushes, enhancements to driveway entrance, stonework, etc. TBD.
cc.Determine flag pole memorial plaque location/mounting.
dd. Discuss possible need for buried water lines for irrigation purposes.
ee. What does WCFD do with unused top and sub soil?
ff. Review construction progress to date.
gg.Review cost ledger.
hh.Discuss and possibly vote upon the above and any other project related business.
