There have been five advertised building committee meetings since the October
16 report. This brings the total number of building committee meetings to 26
since the past WCFD annual meeting in April.
Geisser Engineering has been commissioned by WCFD to carry out all
construction testing prescribed by code and by the structural engineer.
Weekly site meetings between the G/C, superintendent, subcontractors and JH
have commenced all be it that power has yet to be tied to the temporary pole
at the street by National Grid therefore there is no heat or light in the
trailer.
Waterman Engineering is presently working with DEM/Wetlands to resolve
deficiencies in the latest site design (drawing) that were sighted on Nov. 7
by DEM. This DEM/Wetlands Determination process is causing the scope of site
work that can be addressed to be seriously limited. Much of the foundation
work under the jurisdiction of the at-risk foundation permit has been
completed. Fortunately, the building official has permitted the installation
of plumbing associated with the foundation prior to the issuing of a full
building permit. On Oct 8, the DEM/Wetlands supervisor informed JH that the
determination process will take 30 to 40 more days. The 40th day
was Nov. 17. There has been no indication that a DEM representative has
visited the site.
The
septic area has been brought up to its final grade level. The under slab
grade will be established and back filling around the foundation will take
place within the week. Further site work that includes the well installation
and certification, cistern installation, parking area and driveway grading and
retention pond installation are on hold until DEM/Wetlands has completed its
determination process.
Installation of the radiant heat plumbing and floor slab also romaine on hold
pending DEM’s determination.
Approved change proposals to the contracted amount to date total $56,007,
bringing the grand total to $1,721,337. These changes include the
installation of radiant heat throughout the building, additional fill that was
required to replace a greater depth of subsoil under the building footprint
than anticipated and provisions for the later addition of a concrete apron if
the budget allows.
Preliminary indications and estimates suggest that alterations to the present
site design due to the town engineer’s findings and DEM/Wetlands comments will
result in an additional change proposal of $48,000.
A
concrete apron of appropriate size directly in front of the apparatus doors
will result in an additional $11,060. It is hoped that the funds available
will allow for a concrete apron to be installed. Asphalt pavement, as
presently specified, tends to compress and/or shift under the stress of a
static load such as a tanker.
A
special use permit application for the pervious parking area has been filed
with the town’s zoning office. Abutters within a 200 ft. radius have been
notified via a registered letter of the Dec. 3 hearing. An attorney is
required to represent WCFD at this hearing for recording purposes. Attorney
Harsch will carry out this task.
