Subject:            NEW FIRE STATION BUILDING COMMITTEE REPORT

  1. There have been three advertised building committee meetings since the September 18 report.  This brings the total number of building committee meetings to 21 since the past WCFD annual meeting in April.
  2. WCFD received a conditional approval from the planning commission on Sept. 24.  Final approval will be handled administratively once permits are granted by DEM Wetlands, DOT/PAP, RIPDES and acceptance of the site design by the town’s engineer. 
  3. Kent Novak, Denis Fournier, Chuck Smith, Richard Holt, Joe Tatro, Chief Pomfret, Capt. Mann, Pvt. Nathan Pomfret, Architect Roland Robert, Civil Engineer Tom Walsh and John Humble attended the planning hearing. 
  4. The OWTS (septic) design and application were approved by DEM on Sept. 23.
  5. The RIPDES application was submitted on Oct. 7.  RIPDES has jurisdiction over any construction site greater than one acre in area and has forty-five days in which to respond. If there is no response, the project may continue with no further action.  In the mean time, RIPDES has informally indicated that the project may proceed immediately providing no more than one acre of the property is disturbed.
  6. The DOT/PAP application was submitted on July 29.  DOT has informally stated that it would have no problem with a limited access road for the use of construction vehicles until the application has been processed.
  7. Processing the DEM/Wetlands Determination application is not expected to be completed for thirty to forty more days.
  8. In light of the above information and the potential for additional winter conditions protection costs because of further start date delays, the members of the building committee voted unanimously to recommend that the board of directors consummate the construction contract with Alhambra Building Company as soon as possible thereby allowing Alhambra to obtain an “at risk” foundation permit.  Activity associated with the construction of the foundation will be conducted within the limits stated above and with additional precautions in place such as additional silt fencing to protect those sensitive areas subject to DEM/Wetlands review.  No construction activity beyond that of the foundation will take place until all applications have been approved.  
  9. The building committee unanimously agreed that the chair of the building committee will be the sole point person between the building committee and construction contractor’s project manager.  All matters of construction and/or design will either be communicated via the chair or during an official building committee meeting.
  10. The building committee further agreed that visits to the construction site (lot) by individuals not directly involved with the construction activity will not be tolerated unless prior approval is granted by the committee.
  11. The building committee drafted and approved a resolution to be presented to the board of directors that addresses the past and future security and control of the parcel of land on which the new station is to be built.  This resolution shall be read by the chair of the board of directors.
